Kent County Council supports approximately 3000 people (25% of the total of those who draw on care and support excluding residential) to safely access a Direct Payment across Kent with a total annual spend of approximately £2.4m. Latest data shows that the number of people accessing a direct payment remains at a ratio of 15:85 which has increased over the past 12 months.

As part of a wider initiative to research and co-produce opportunities to increase the number of people accessing self-directed support via a direct payment, we have identified that Payroll and Managed Account Services will support people to manage the responsibilities that come with a Direct payment better.

Therefore our aim is to increase the accessibility and sustainability of Direct Payments by providing access to effective support, whilst maintaining an individual’s choice when opting for a direct payment. In particular, those that need support in managing the additional financial responsibilities. This could be a payroll support service or through the use of a managed account

We wish to engage with the market to understand what providers would offer Kent in regard to these two services.
