two.1.4) Short description
Plymouth City Council ("The Council") has successfully secured funding allowing the
continued delivery of Plymotion the Council’s successful behavioural change programme.
The focus of Plymotion is on workplaces, schools, and new developments in key growth
areas of the city. Through Plymotion we will support businesses, schools and residents in
new developments to walk, cycle and use the bus for regular journeys they make.
Through the Intensive School Engagement Service (Cycling and Scooting) Service,
Plymotion will fund engagement with a minimum of 60 schools within Plymouth and its urban
fringe. This will allow the programme to engage with an anticipated 12,235 pupils who will
benefit from improved safety and physical access to education and better concentration
levels in school. Furthermore, when they leave school, they will be better equipped to access
jobs and training actively and affordably.

two.2.4) Description of the procurement
The overall aim of the service is to increase the number of young people travelling to school
actively and/or sustainably with a particular focus on areas that have seen infrastructure
improvements and with a particular focus on the strategic growth areas, and areas with high
health inequalities.
With Specific Aims as follows:
• To reduce the number of young people travelling to school by car – with a shift to active
travel modes or use of public transport.
• For schools that have been previously engaged as a minimum the target is to achieve levels
of cycling, scooting and walking that were achieved by the previous schools engagement
programme
• For schools that have not previously been engaged: doubling of cycling and scooting on
pre-engagement levels reflecting a reduction in journeys to school by car with no significant
reduction in levels of walking.
• To raise awareness of the benefits of active travel in schools and the wider school
community of parents and teachers. To create a culture of active travel within project
schools and the wider school community of parents and teachers that can be sustained once
the project has ended
• Work in partnership with the City’s Bikeability provider, in order to maximise the benefits of
all programmes.
• Maximise awareness of, and participation in, activities associated with the wider Plymotion
programme amongst school children and the wider school community of parents and
teachers.
