six.3) Additional information

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or the Procurement Act 2023 do not apply to this award.

The reason for the urgent award was due to this service previously being part of the 0-19 contract which was re-procured excluding the RHA. Due to the short timescales, an urgent award has been made to the existing provider to continue to deliver the service to ensure there is no break in service and delays in RHA's being completed (statutory timescales apply).

If the urgent award had not been made, RHA's would not be completed in line with statutory obligations and timescales and there are over 3000 Children in Care in Lancashire which the service covers who could miss out on important health care treatment and care planning.

The ICB's Acting CFO approved this urgent award on the 01/07/2025.
