The Occupational Health and Needle stick Injury Support Service needs to be accessible to all staff working in Staffordshire and Stoke-on-Trent NHS primary care services, including general practice, community pharmacy, dentistry and optometry services

Engagement process description

MLSCU is acting as an agent for NHS Staffordshire and Stoke-on-Trent ICB who are conducting this initial engagement exercise to establish potential interest to deliver an Occupational Health (OH) and Needle Stick Injury Service.

The Occupational Health and Needle stick Service needs to be accessible to all staff working in Staffordshire and Stoke-on-Trent NHS primary care services, including general practice, community pharmacy, dentistry and optometry services

The service is currently delivered by a local provider; however, this contact is due to expire on 1st August 2025.

Full details of the service are set out in the Service Specification within Annex 1 - please see section II.2.14 regarding how to access this documentation. The service provider would be expected to have sufficient staff with competencies and skills in Occupational Health and to provide advice and support to those with needle stick injuries (including the provision of prophylactic management from needle stick injury)

The proposed contact duration is 18 months with the option to extend for a further 2-years with mutual consent. The new contract would aim to commence on 1st August 2025.

The proposed contract is a cost and volume contract with a current activity value is of approximately £80,000 per annum. The total contract value for the 18 month contract period plus the optional 2-year extension period is expected to be approximately £256,000; this is for the Occupational Health Service and to support those with Needle Stick Injuries.

It is possible that TUPE may apply to the award of any new contract for the above service.

If so, please provide further details. (The draft Service Specification will be accessible in the 'Documents' section within the Atamis project C340355.) Please provide an overview of your area of expertise and previous experience of delivering Occupational Health including Needle Stick Injuries

6 Please share any comments or feedback that you may have on the draft service specification based on your experience.

7 Given the need for Needle Stick Injury support as part of the Occupational Health service provision required as per the draft specification, would your organisation consider providing elements of this Service with a network of providers?

8 During working hours, the expectation is that an eligible worker at risk of a blood borne disease needs to be able to contact a triage hotline where they can receive urgent OH risk assessment at time of calling , outside of working hours this needs to then reviewed within a 48 hour triage. Please advise if you feel this is possible and how quickly your organisation can respond?

Providers will only be considered if they are able to provide Needle Stick Injury Support

Providers are requested to answer these questions within the Atamis requirements section when registering interest

NHS Staffordshire and Stoke-on-Trent ICB is not bound to follow any particular procurement process at this stage. Responding to this EOI will not guarantee providers further involvement in any future process the ICB decides to follow.

Should this Early Engagement lead to a Procurement process, providers will be required to register interest for this separately and should not rely on their response to this PIN notice. The ICB has not determined which Procurement process to follow at this stage of Early Engagement.

The ICB welcomes feedback on the proposed specification for this service, but is not obliged to rely on provider information given in response to this request for expressions of interest.
