Description
Supported accommodation is one of several housing options that are used by Cornwall Council to accommodate vulnerable young people. The young people accessing this service will have involvement with social care or be at risk of homelessness, with the service designed to prioritise 16 and 17 year olds and care leavers up to the age of 24 years.
The intended outcome for young people in supported accommodation is that they are provided with an environment where they can thrive and receive a safe and supportive transition to adulthood and independent living.

Single supplier - intellectual property or exclusive rights
The direct award of a contract to the provider in this instance pursuant to Section 41(1)(a) of the Procurement Act 2023 is justified under Schedule 5 paragraph 5 (single suppliers) on the basis that the provider is in possession of certain exclusive rights to the properties through their freehold interest in the properties and therefore has the exclusive right to determine which providers deliver services within those properties. There are no reasonable alternatives available in relation to the delivery of the services.
