The Relevant Authority is intending to award a contract to the existing provider following Direct Award Process C for Community Health Care Services in Merton.

The lifetime Value of the contract is £51,813,000 (£25,907,000 per annum). The contract term will be for 2 years with no option to extend. The contract will start on 01/04/2025 and end on 31/03/2027

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 12.00 p.m. on 1 April 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The procurement assessment and decision was undertaken by the NHS South West London (SWL) Integrated Care Board (ICB) Board Members, NHS SWL ICB Procurement Oversight Group and the NHS SWL ICB Senior Management Team. Conflicts of interest identified among SWL ICS Clinical Directors: [1]. The non-conflicted members have assessed the nature and risk of this conflict and have agreed to manage it by excluding the conflicted member from related discussions and decision-making processes where their other roles would create a conflict of interest.

The criteria used to award the contract were mapped to five key areas and the proposed weightings reflect the priorities outlined in the government's 2025 mandate to NHS England, which focuses on the need for high-quality, efficient, and equitable healthcare services.

1) Quality and Innovation (30%) is given the highest weighting, as the mandate gives much emphasis on improving patient outcomes, reducing waiting times, and scaling innovative practices to address systemic challenges.

2. Value (25%) is weighted significantly to align with its focus on financial discipline, productivity improvements, and ensuring every pound is spent effectively and knowingly.

3) Integration, Collaboration, and Service Sustainability (20%) supports the vision of shifting care from hospitals to communities, fostering collaboration across systems, and working to ensure long-term sustainability.

4) Improving Access, Reducing Health Inequalities, and Facilitating Choice (15%) reflects a commitment to tackling health disparities and improving access to care, and also to empowering patients with greater choice.

5) Social Value (10%) is weighted to reflect the NHS's role in supporting local employment, environmental sustainability, and community well-being,

The existing provider demonstrated capability in meeting all five key criteria. All scored and pass/fail criteria were met by the provider whom the relevant authority intends to award the contract. The provider has satisfied the requirements of the original contract. Furthermore, the proposed contracting arrangements are not undergoing significant changes.
