Tees Valley Combined Authority (TVCA) wishes to appoint consultants to provide an early formative assessment and summative impact evaluation of the £20.5m Growth Programme for the Creative and Visitor Economies (The Growth Programme), including the 2020-2021 £1m Sector Recovery Programme and live / emerging programme activity up to the end of 2025/26.
The Growth Programme comprises of five pillars of activity through which individual interventions (projects) will be delivered:
• Sector Recovery Programme (delivered)
• Cultural Industries: Sustainable Sector Growth
• Festivals & Events
• Destination Product Development
• Profile Raising
Evaluation and impact assessment will need to be undertaken at programme, pillar, and project level. The evaluation of each pillar will require different sets of evaluation practices and skills and different good practice guidelines as well as a review of existing evaluation frameworks and data collection to ensure fit for purpose.
