Essex County Council (ECC) is seeking to commission place-based, therapeutic interventions that support and encourage adults living with learning needs and/or disabilities, as well as those living with long term health conditions, to be physically active within their local area.

Based on the learnings and insight from the Prevention and Enablement Model (PEM) pilot. The PEM Evaluation Report (which can be found here: https://www.activeessex.org/wp-content/uploads/2023/01/PEM-Evaluation-Report_FINAL.pdf) identified the need to scale the intervention across the 5 health alliance areas within Essex.

The model(s) will focus on early help and prevention principles by offering bespoke support to identified adults, led jointly by an allied health professional and inclusive activity provider(s).

We would look to commission a provider and/or consortium of providers to establish the model(s) within community leisure settings. The model(s) would include an allied health professional identifying the adults need or goals to help inform the most appropriate holistic intervention which can be supported via sport or physical activity. This could include but is not limited to swimming, sports games, cycling, dance, seated exercise or gym-based activities. The needs of an adult will differ but may include enhancing social skills and connections, strengthening motor or movement skills, building confidence and/or managing emotional wellbeing. The model requires co-designing interventions with the adults it aims to support, to ensure any activities are fully inclusive and accessible.

Overall, the intention is for the model(s) to support adults' wellbeing and to support the building of confidence and connection to their community via physical activity opportunities.
