This Prior Information Notice (PIN) has been published in line with Regulation 48(1) of the Public Contracts Regulations 2015, and following the best practice approach described in the Cabinet Office Sourcing Playbook. It is intended to provide advance notification to the market of Swindon Borough Council's intention, subject to internal approvals, to invite tenders for the supply and installation of a new multi-stream baling line .

Through this PIN the Council also invites suppliers to comment on the draft specification, delivery model, potential procurement procedure, bid evaluation criteria and overall project timetable.

Suppliers are advised that this Notice has been published to provide advance notification only, and procurement/ tender documents are not available at this time.

two.2.4) Description of the procurement

Swindon Borough Council requires the supply and installation of a new multi-stream baling line to support an upcoming change to the Council's recycling collections model.

The new baling line will enable the Council to bale paper/card, and separate cans (steel and aluminium) from plastics (all types) then bale each stream through a single line.

The successful supplier will:

- design and supply the new baling line,

- carry out all remedial/ preparatory works required for installation of the new equipment at the Council's Waterside Park Operation Depot, located at Cheney Manor Industrial Estate, Swindon,

- deliver, install and commission the new equipment in line with the required performance envelopes, and provide user training,

- provide a warranty, emergency call-out, and multi-year maintenance provision.

Suppliers interested in participating in this early market engagement exercise are invited to email tenderinghousingproperty@swindon.gov.uk to register their interest.

All suppliers that respond will be provided the draft specification that sets out the requirements, technical specifications and location/ building details, plus the proposed evaluation criteria, for the purposes of inviting comment to help us understand the deliverability of our requirements and appetite for the proposed approach. The Council may wish to conduct further engagement following any responses received, to discuss any delivery challenges or risks identified by suppliers.

Subject to internal approvals, it is the Council’s intention that the procurement will follow the Open procedure and will follow the timetable included below. Supplier feedback/ comment on this procedure and timeline are also invited.

Suppliers interested in taking part in this soft market testing are requested to respond to this PIN by 19/04/2023, with comments to be received by 26/04/2023.
