Cambridgeshire & Peterborough Combined Authority (CPCA) wishes to conduct pre-market engagement with consultancies within the financial services sector, who may be interested in working with the CPCA on this exciting and ambitious project to deliver a range of net zero finance initiatives. CPCA’s ambition is to establish a dynamic purchasing system (DPS) to appoint Suppliers who will support three local authority pilots by providing access to relevant financial skills, knowledge and experience to deliver programmes of work which will support the realisation of a series of ambitious/high profile net zero projects. Further projects may be established during the lifetime of the DPS, and therefore the intention is that a range of public sector customers may utilise the DPS in due course. The intention is to identify innovative and collaborative Suppliers who will assist in achieving the authorities’ objectives.

In terms of the estimated value of the DPS, at this juncture CPCA estimates that this will be in the region of £20m over the lifetime of the DPS. However, this remains subject to confirmation and represents CPCA’s current estimate only

The purpose of this pre-market engagement exercise is to enable CPCA to engage with prospective bidders, by sharing CPCA’s aspirations for the DPS and seeking input/feedback which will inform CPCA’s approach to the procurement process and the resultant contracts. A briefing document is available on our e-tendering portal, which provides further information.

The first step within this process will be to hold a pre-market engagement briefing event. This event will provide an opportunity to learn more about the CPCA’s objectives for the DPS. This will be held via Microsoft Teams on 18 April 2024 between 15:00 – 17:00 hrs (UK time). CPCA intends to record the session and make this available together with a copy of the slides afterwards. Attendees will have the opportunity to ask questions and provide any initial feedback.

Further background and information can be found in the briefing note. However by way of summary, CPCA believes that this will provide an excellent opportunity for Suppliers to be involved at the forefront of delivering flagship projects which contribute to the UK’s net zero targets. The three local authorities participating in pilots include:

West Midlands Combined Authority;

Greater Manchester Combined Authority; and

York and North Yorkshire Combined Authority.

While CPCA does not have a prescribed specification for the services required from Suppliers at this stage, it is envisaged that the selected Suppliers will be asked to support with the following outcomes:

- the creation of three investment strategies for each of the above local authorities (which will require investment support and market engagement with potential investors);

- capturing lessons learned in the development of investment strategies and sharing the output of this exercise with the wider public sector (including the development of new resources, tools and other collateral, where the intention is that any intellectual property created will be shared with the wider public sector); and

- the design of a national programme in collaboration with the Department for Energy Security and Net Zero (DESNZ) and the Greater South East Net Zero Hub (GSENZH).
