Description
Ceredigion County Council is seeking to appoint a suitably qualified and competent Supplier for the supply and delivery of surface dressing chippings.
The contract will run from 1st April 2026 to 30th September 2027, with an option to extend for up to 12 months (18 months +12 months), subject to agreement by both parties. The maximum duration of the contract will be 30 months.
There is no maximum or minimum value for this contract but it is estimated that average tonnages based on historical usage will be approximately 400 tonnes of 6mm aggregate and 4,000 tonnes of 10mm aggregate per annum. It is estimated that approximately 1,200 tonnes of swept stone will be required to be processed for reuse.
The estimated value is between £600,000 and £800,000 for the full term of the contract including all extensions. Please note that the contract value provided within this notice represents an estimate prepared by the Council. It is issued for guidance only and does not constitute a fixed budget or an indication of the expected contract price. Bidders are expected to submit a competitive bid based on market prices.

Description of risks to contract performance
There is a risk in delays in sourcing or producing surface dressing chippings due to quarry issues, plant breakdown, labour shortages, or supplier failure.
Failure to deliver chippings on time due to traffic, vehicle breakdowns, adverse weather, or scheduling conflicts, particularly during peak surfacing periods.
Funding may be made available during the contract term that may potentially increase surface dressing programmes and quantities may fluctuate as a result. Nothing is known about at this time but it is common practice for new funding streams to be announced at fairly short notice.

Justification for not publishing a preliminary market engagement notice
No market engagement was undertaken prior to issuing this tender notice as the requirement is well-defined and based on established specifications and industry standards. The contracting authority has sufficient knowledge of the market from previous procurements and existing contracts, and the scope does not involve innovation, complex solutions, or significant uncertainty that would necessitate pre-market consultation. Conducting market engagement was therefore not considered proportionate or necessary, and open competition through the tender process is deemed sufficient to ensure value for money and fair access to the market.
