Provider Selection Regime (PSR)
Decision to carry out a Competitive Process and award a contract using the
framework provider - via a further competition.

two.2.14) Additional information

As of the 1st January 2024 the selection process to identify and award contracts to Providers
of healthcare services has been removed from the Public Contract Regulations 2015 and are
now part of the new Provider Selection Regime (PSR). This report is to seek approval to
award a contract under the PSR procedures. The PSR process provides greater flexibility
than the traditional procurement procedures through a number of routes to award contracts
including Direct Awards. Whilst the PSR does offer greater flexibility ESNEFT’s default
starting position for the selection of a Provider and award of contracts under PSR is
competition and Value for Money.

Confirmation of intention to award a contract under a PSR competitive process
East Suffolk and North Essex NHS Foundation Trust have identified a requirement to
award a contracting for insourcing NDD initial and outcome appointments and ADOS Assessment PSR services
In line with the Provider Selection Regime 2023, the Trust has identified that the contract
award must follow a competitive process
conducted under a further competition under Framework RM6276.

Under Framework Guidance, ESNEFT has searched suppliers under the following RM6276 parameters:

Supply Region: Midlands and East
Speciality: Mental Health Services, Paediatric - Paediatric Service, Paediatric - Other Specialist Paediatric Services
Minimum Discount % off National Tariff Price: 15% and Greater

To ensure we covered the full list of potential suppliers. to which a competiton was held and ESNEFT intends to award a contract thus activating the PSR 8 day standstill period.
