Description
NHS Wales Shared Services Partnership (NWSSP) – Procurement Services, on behalf of NWSSP - Supply Chain, Logistics and Transport (Velindre NHS Trust), are seeking a supplier for the lease, hire and maintenance of Material Handling Equipment (MHE) to support operations at the four regional Supply Chain Warehouses in Denbigh, Bridgend, Picketston and Newport (NDC).
The contract will operate on an initial three (3) year term with two (2) optional one (1) year extensions. This model provides commercial flexibility while supporting long-term operational continuity and equipment lifecycle management.
The scope includes the provision and servicing of MHE such as forklifts, pallet trucks, lift tables and related equipment. The contract will be awarded to a single supplier, ensuring consistency of service, standardisation across the regional network and robust business continuity for NWSSP.

Description of possible extension:
Two (2) optional one (1) year extensions at the Organisations discretion.
Options
The right to additional purchases while the contract is valid.
The Authority reserves the right, at its sole discretion, to purchase optional additional services under the Contract, including but not limited to:
Operator and refresher training relating to the safe and effective use of Material Handling Equipment (MHE);
Service and maintenance support for Authority-owned MHE; and
Any associated ancillary services that are consistent with the scope of the Contract.
Any such optional services will be commissioned only where the Authority considers them to be operationally or commercially advantageous. Inclusion of these options does not commit the Authority to purchase them and no guarantee of volume or spend is given.

Description of risks to contract performance
Risks to the satisfactory performance of the Contract may include, but are not limited to: disruption to supply chains affecting the availability, delivery or lead times of Material Handling Equipment; changes in market conditions impacting equipment availability, pricing or manufacturer specifications; shortages of spare parts or components; and the availability or retention of suitably qualified engineers to deliver service and maintenance across multiple sites.
Additional risks may arise from changes to operational requirements, demand profiles, site configurations or working practices during the term of the Contract, as well as changes in applicable legislation, regulatory requirements, health and safety standards, or manufacturer guidance affecting the use, maintenance or compliance of equipment.
There is also a risk of operational disruption arising from equipment failure, unplanned downtime, or the need to replace or substitute equipment models due to obsolescence or withdrawal by manufacturers.
These risks will be managed through the requirements set out in the Specification and Contract, including minimum equipment standards, service response times, continuity arrangements, and contract management processes. Optional services, including training and service and maintenance of Authority-owned equipment, may be commissioned at the Authority’s discretion where required to mitigate identified risks. No minimum volumes or spend are guaranteed under the Contract.
