In response to prevailing market conditions the County Council has taken the decision not to reopen the Locality Home Care and Support Framework for 2023/24. This decision is in response to a significant reduction in the number of people waiting to receive care and support. In addition, the County Council recognises the need to maintain a responsive, robust and stable marketplace by supporting existing Locality Home Care Providers. The Council will regularly monitor and review the market to ensure it is able to respond to market changes. The County Council may reopen the Framework as and when required, and this may be at County Lot or Locality Lot level depending on the nature of the market demands.

The Home Care and Support Framework reopening will be determined by the Council on the basis of market sustainability within each and all lots. Therefore Individual lots may now be re-opened separately. The specific factors that they will consider to assess market sustainability may include, but not limited to:• Demand, both short term through waiting lists or long-term through total hours purchased by the Council or NHS partners -The market needs to have enough capacity to respond to demand• Responsiveness of providers to new care -The market needs to respond to care needs in a timely way• The overall profile of the care market, including competition and provider failure risks -There should be sustainable competition that balances the opportunity for successful providers to grow and the need for customer choice and market resilience
