two.1.4) Short description

Homes England are looking to potentially procure a system or systems and operational capability to assist in enquires handling, eligibility assessment and application management of a grant funded programme. The service would manage all administration of the application and onboarding process to enable the remediation of dangerous cladding on buildings between 11-18 metres in height. If it goes forward with a procurement exercise it anticipates that the contract will commence in Autumn / Winter 2022. This Prior Information Notice (‘PIN’) is not a call to competition. The purpose of this PIN is to invite potential suppliers to participate in market engagement to provide feedback and assist Homes England in its thinking on:

• The service and skills needed as part of the procured service and if they are a good fit/available from the market

• The Target Operating Model – what we envisage on procuring and what we envisage will be delivered by Homes England

• The system capability and ability to integrate with a Homes England data platform and possibly with a Homes England payment system

• The Proposed Procurement Strategy including the potential routes to market and proposed contract length; and

• The Proposed Pricing and Payment Mechanisms

For the avoidance of doubt, this notice and any responses relating to it, do not serve as a call for competition. Any comments, indications of interest, participation or non-participation by any organisation at this stage will not influence the process, selection or award decision for any future possible procurement, nor will it be taken as an organisation's committed position.

two.2.4) Description of the procurement

In addition to the short description provided above at II.1.4).

Homes England is engaging in a market engagement to actively seek out suppliers who are experts in the needs of service users and are widely involved in the delivery of public services across the country and can help improve service delivery. This market engagement will also consider opportunities for wider social, economic and environmental ‘social-value’ to staff, supply chains and communities that can be achieved through the performance of the contract.

A clarification question and answer process will be operated during this market engagement phase to give interested organisations the opportunity to submit questions to Homes England, where they require clarification on the information provided. Interested suppliers are invited to use the portal messaging facility to ask clarification questions (in the Clarification Question template provided) as required for Homes England’s consideration during this pre-procurement market engagement phase.

Any preliminary consultation with the market shall observe the principles of public procurement and be handled in such a way that no supplier gains a preferential advantage. In practice, this means not setting the technical specification to suit a particular bidder and making sure any information shared is also available during the tender procedure.
