Digital Staff Passports

NHS England and NHS Improvement have been working to enable staff movements through the use of digital staff passports. In response to the Covid-19 pandemic the Covid Digital Staff Passport has been developed using verifiable credentials as an interim solution. NHS England and NHS Improvement now wishes to commence Alpha work for a longer term solution.

two.2.4) Description of the procurement

The need for the NHS to have a flexible and responsive workforce has been set out in both the NHS Long Term Plan and the NHS People Plan and the need during the Covid-19 pandemic has been greater than ever.

The ambition now, as set out in the Secretary of State’s ‘Busting Bureaucracy’ and supported by the NHS Chief People Officer and the CEO of NHSX is to make digital staff passports available to substantially more staff servicing different types of staff movements as soon as practicable.

To support this ambition, NHS England and NHS Improvement and NHSX want to better understand what the providers of digital passport technologies are able to offer and establish a new service line for digital staff passport providers under the Health System Support Framework to ensure a broad and open market is created.

two.2.14) Additional information

The first Invitations to Tender for this new service line will include the following:

 designing and developing an alpha version of digital staff passports for permanent staff movements, starting with doctors in training

 extending the use of the Covid Digital Staff Passport to enable staff movements during the Covid pandemic for temporary staff movements

NHSEI and NHSX will be hosting an early Market engagement event via webinar (MS Teams) on Wednesday 12th May from 11am - 12noon.

This event will be limited to two persons per Supplier, to manage virtual platform capacity.
