PaLS are seeking to engage with the marketplace as they are commencing the pre-tender work for a regional tender for Professional Use Point of Care Testing (POCT) Blood Glucose and Ketone Monitoring Systems.

This is a Prior Information Notice published by the Business Services Organisation (BSO), Procurement and Logistics Service (PaLS) on behalf of the five acute hospital Trusts and the Northern Ireland Ambulance Service Trust within Health and Social Care Northern Ireland (HSCNI). PaLS are seeking to engage with the marketplace as they are commencing the pre-tender work for a regional tender for Professional Use Point of Care Testing (POCT) Blood Glucose and Ketone Monitoring Systems.

The current contract has been in place since 2017 and there has been no engagement with the marketplace since 2015. PaLS would like to invite potential suppliers to engage with HSCNI and present their position in a product awareness session in order to inform HSCNI professionals of any changes and/or developments in the supply of POCT Blood Glucose and Ketone Monitoring Systems.

The objectives of the Product Awareness Session are:

• Gain insight on the market possibilities and potential innovative solutions.

• Gain a better understanding of the feasibility of the HSCNI requirements and the most appropriate procurement approach to follow.

• Gain initial supplier interest in supply and delivery / provision of POCT Blood Glucose and Ketone Monitoring Systems, including any

associated consumables, QC materials – EQA materials, software and software updates, licensing costs, services, and subscription to

Learn HSCNI (this is an online learning management training system which enables the delivery of digital, classroom and blended learning

experiences to employees and external audiences).

• Establish how market ready suppliers currently are.

• Ascertain how suppliers can assist the HSCNI to ensure Health and Safety Standards are met and to ensure compliance with all relevant

and future legislation.

• Understand risks and potential issues relating to supply and delivery of POCT Blood Glucose and Ketone Monitoring Systems. 

two.2.14) Additional information

The Product Awareness Sessions will be an opportunity for suppliers to present to a panel of HSCNI Professionals. The Product Awareness Sessions are will last approximately 1 hour per presenting supplier who are required to: 1) Provide a physical demonstration of their current connected meter(s) for Blood Glucose and Ketone monitoring. 2) Provide a physical demonstration of their current non-connected meter(s) for Blood Glucose and Ketone monitoring. 3) Provide a demonstration of the middleware associated with currented connected and non-connected meter(s). 4) To be available to respond to questions or clarifications from attendees following demonstration and presentation covering all aspects of system functionality. The overall purpose of this session will be to update, educate and inform attendees of what is currently available in the marketplace and to assist on potential functional characteristics which could form part of the future tender specification. Your participation in any future tender is in no way connected to or dependent upon your attendance at this Product Awareness Session. Product Awareness Sessions are scheduled to take place on Wednesday 1st May 2024 (in person) at: Procurement and Logistics Service, Supplies Centre, Gransha Hospital, Derry, BT47 6YZ. Specific appointment times will be issued to each supplier following the closing date of the Declaration of Interest at 15:00 on Wednesday 24th April 2024. Only those companies, who can confirm their ability to provide, demonstrate and support Professional Use Point of Care Testing Blood Glucose and Ketone Monitoring Systems will be invited to attend the Product Awareness Session. Please note: Neither BSO PaLS nor the Trusts’ will be liable for any costs incurred by those companies attending the sessions.
