two.2.4) Description of the procurement
Westminster City Council and the Royal Borough of Kensington and Chelsea have commissioned a Bi-borough Sexual Health Promotion, Prevention and Support Service. The Service Model will deliver the following:-
• Deliver services across the Authorities to respond flexibly to the emerging trends, including those following COVID-19, and the changing sexual health needs of residents.
• Further embed the culture of active methods of Service User involvement which permeate services’ delivery.
• Provide support to address both the physical and mental health needs, of people living with HIV and signpost as appropriate.
• Deliver a community asset-based model with the focus on black and ethnic minority communities.
A three-tiered approach to the service model will consist of:
• Universal - to support the population, meaning that it is accessible to all without the need to have a special need.
• Targeted – an enhanced level of support to pockets of the population such as young people or areas of deprivation.
• Specialist – one-to-one support which includes assessments and interventions that are evidenced based.
Within these tiers we expect to see:
• Counselling online and face to face
• Campaigns and other forms of prevention methods
• Online presence and an innovative digital offer that engages residents and professionals
• Complimentary therapies
• Robust peer mentoring and support that encourages residents to access other meaningful activities and services.
The service will continue to evolve and respond to the changing needs of our residents and we would expect the following outcomes for service users:
• Improved access and understanding of reproductive health
• The prevention of sexually transmitted infections (STIs)
• Minimising risk-taking behaviors and their health consequences
• Promoting positive sexual relationships and sexual wellbeing
Our ambition is to increase uptake and encourage early access to services for those residents affected by stigma or discrimination experienced by:
• LGBTI people
• disabled people
• those with an HIV diagnosis
• people with communication support needs
