Portsmouth City Council intends to award a contract to an existing provider for the provision of an existing service, the Towards Better Health (TBH) partnership.

The aim of the service is to improve support and outcomes for people experiencing rough sleeping who have drug and alcohol dependence needs. It is intended that the initial contract term will be for 12 months, from 1st April 2025 to 31st March 2026 with an annual contract value of £99,993.48

The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023, following Direct Award Process C. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period.

two.2.4) Description of the procurement

Portsmouth City Council intends to award a contract to an existing provider for the provision of an existing service, The Towards Better Health (TBH) partnership, following Direct Award Process C under the Provider Selection Regime (PSR) Regulations 2023.

Portsmouth City Council was awarded funding from Public Health England and the Department for Housing, Communities and Local Government (DHCLG) as part of the rough sleeping drug and alcohol treatment grant.

The aim of the service is to improve support and outcomes for people experiencing rough sleeping who have drug and alcohol dependence needs. It will ensure that the engagement that people have had with drug and alcohol treatment services whilst in emergency accommodation during Covid -19 pandemic is maintained as they move into longer term accommodation (continuity of care); support people to access, and engage in, drug and alcohol treatment who have not yet done so (access and engagement) and build resilience and capacity in local drug and alcohol treatment systems to continue to meet the needs of this population in future years (resilient and sustainable models of care).

The main objectices of the service are:

• Reduce rough sleeping in the city

• Increase access for those accommodated through Covid-19 pandemic into drug and alcohol services

• Increase access into drug and alcohol services for those rough sleeping or at risk of rough sleeping.

• Reduce drug related deaths

• Reduce evictions from hostels and interim housing

• Reduce anti-social behaviour/crime

• Increase access/registration to Primary Care

• Increase access into mainstream Mental health services

• Improved Mental Health & Wellbeing of population

The initial contract value is £99,993.48. It is intended that the initial contract term will be for 12 months, from 1st April 2025 to 31st March 2026. Portsmouth City Council reserves the right to extend this contract term on a yearly basis, subject to performance and future grant funding.

The 12 month contract value is £99,993.48. It is intended that the contract term will be for 12 months, from 1st April 2025 to 31st March 2026.

Portsmouth City Council reserves the right to extend this contract term, subject to performance and future grant funding at a cost of approximately £100k per annum.

The decisions makers are commissioners of the Public Health directorate at Portsmouth City Council. There were no conflicts of interest identified.

Through the assessment of the existing provider in accordance with each of the Key Criteria listed under the PSR Regulations 2023, Direct Award Process C, it was identified that the existing provider satisfies the original contract with no concerns identified, providing specialist experience in the delivery of the service with no comparable service as this market is limited. They will likely be able to satisfy the new contract to a sufficient standard.
