two.1.4) Short description

This tender is for the delivery of accredited Entry Level, Level 1 and Level 2 Functional Skills in Maths and English, including BKSB assessments to 16-18 year old NEET (not in education and employment) young people in Doncaster.

As part of a South Yorkshire Programme, The Trust have been successful in obtaining European Social Fund (ESF) Pathways to Progression funding.

Pathways to Progression is a £6.3m programme (£3.8m - ESF and £2.5m - match) covering the Local Authority areas of Barnsley, Doncaster, Rotherham & Sheffield. This ITT is for Doncaster’s portion of this funding only. The project will help young people aged 16-18, to achieve the skills they require in order to become employed, in education or training (EET).

This specification is for the delivery of accredited Entry Level, Level 1 and Level 2 Functional Skills in Maths and English, including BKSB assessments, for hard to reach Not In Education or Training (NEET) 16-18 year old young people.

The young people on this programme are not yet ready to move onto other opportunities and the aim of the project is to enable them to be ready to become EET (in Education, Employment or Training). The Functional Skills delivery is part of this. The Trust Careers Advisors will also be working with these same young people.

The cohort of young people will have difficulty in engaging in education for varying reasons and to varying extents, so it is essential the Contractor has experience in working with NEET young people in order to successfully overcome varying barriers, engage in education and achieve qualifications.

The level and type of qualification will be determined by the needs of the individual young person. The same young person may achieve multiple functional skills qualifications and levels, but they will only count once towards the outcome target.

The Outcomes are as follows:

• 60 young people starting Functional Skills qualifications

• A minimum of 42 young people achieving Functional Skills qualifications.

The Contract value is £30,000 to be paid in equal payments, monthly in arrears

The intended award date of this contract is w/c 28th June 2021. Due to the timescales in which the training needs to be delivered, the Contractor must be able to start delivery in Doncaster before the end of July 2021. Contractors who are not able to meet this timescales should not apply.

The end date of the Contract is 31st March 2022. This is date by which qualifications must be achieved. Please ensure that any Starts will have enough time to complete and achieve the qualification as any achievements after 31st March 2022 will not be counted as achieving an outcome.

The training will be delivered within the Borough of Doncaster, in area(s) that are well served by public transport to ensure that the venue(s) are easily accessible.
