two.1.4) Short description

The Royal Borough of Greenwich is seeking to commission a range of multiple, suitably qualified providers to provide Mental Health Support and Accommodation Pathway Services in Royal Borough of Greenwich.

The scope of the procurement does not cover the whole of the mental health services in Greenwich but rather a portion of services that could work in innovative ways together to achieve better outcomes for individuals.

We would like to encourage providers to explore innovative ways to work in partnership to deliver Mental health Support and Accommodation services in line with the Health and Adults Vision (2021 – 2024) ‘Working together to live the best life you can in Royal Greenwich’ and Government’s vision of promoting integrated services which deliver personalised care.

This contract will be delivered within the Royal Borough of Greenwich and will also include some limited provision in the neighbouring boroughs.

two.2.4) Description of the procurement

Our current contract for the provision of Mental Health Support and Accommodation Pathways services is due to expire on 30/07/24 and to ensure service continuity we are seeking to commission a range of multiple, suitable providers to provide Mental Health Support and Accommodation Pathway Services in the Royal Borough of Greenwich with some limited provision in the neighbouring boroughs.

The procurement will be completed via a Competitive Procedure with Negotiation and will involve an initial evaluation of Providers based upon the grounds of exclusion and the selection criteria published in the contract notice which may limit the number of suitable Providers to be invited to participate in the procedure. The Royal Borough of Greenwich will then invite its chosen economic operators (Providers) to submit an initial tender.

Royal Borough of Greenwich shall negotiate with Providers the initial and all subsequent tenders submitted, except for the final tender, to improve their content. Current service users known as ‘People with lived experience’ will also be involved in the evaluation process of the tenders

Providers are asked to note that the minimum requirements and the award criteria shall not be subject to negotiation.

The Financial Forecast for this procurement is awaiting confirmation from Finance.

two.2.14) Additional information

The planned Go live date is 1st August 2024 subject to completion of mobilisation period. All Providers are asked to submit expressions of interest for this tender by 7th May 2024.

There is a planned Online Market Event Scheduled for 26th April 2023 and providers will need to indicate as soon as possible if they wish to participate in it.
