- Enfield Substance Misuse Recovery Services and where necessary working in partnership to deliver the borough’s offer of support for Hidden Harm and Parental Substance Misuse

- Young Peoples Substance Misuse Service

- Lived Experience of Recovery Organizations (LERO), associated volunteers and Mutual aid groups and FAMA

- NHS Trust partnership arrangements

- Peer Support and working in partnership with the service user Café

- Access to employment via working in partnership with Job Centre Plus as well as Individual Placement Support type schemes

two.2.4) Description of the procurement

This is an intention to award notice pursuant to The Health Care Services (Provider Selection Regime) Regulations 2023 (the 'Regulations'), in accordance with Regulation 9, under Direct Award Process C. Therefore, the notice sets out the contracting authority's intention to directly award a contract to the existing provider up to 5 years for its provision for the Adult Substance Misuse Recovery Service, subject to completion of the 8 working day standstill period.

This requirement has been procured in line with said Regulations, following due diligence which has included an evaluation under the requisite Basic Selection Criteria and Key Criteria.

The duration of the Contract will be three (3) years (Initial term), with optional annual extensions up to a further 2 years (5 years in total) in accordance with the Conditions of the Contract.

Note that the estimated total value stated in this Notice (section II.1.7.) includes the optional annual extensions, i.e. approximated 5-year value.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.

For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations before midnight at the end of the 8th working day, i.e. 27 March 2025. This contract has not yet formally been awarded; this Notice serves as an intention to award under the PSR.
