Economic and technical reasons; a lack of market storage and existing network constraints caused by the pandemic meant it would not have been possible to conduct a full procurement or decant stock to an alternative supplier.
The current resource limitations and lack of commercial storage capacity resulted in the existing contract extensions to prevent a duplication of costs, and to avoid significant inconvenience from the buyer and market perspective until the redistribution capacity has been developed.

seven.2) Information about modifications
seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
The Initial contract period was intended for 6 months for an approved value of £2,104,875.
Due to economic and technical reasons, a contract extension was approved from May-October 2021 for £1,758,260 under Reg 72 1(a). The spend for the 11 month period totalled £3,863,135.
Modification 1- An extension was sought and approved from October 2021 to March 22 for £1,900,000 under Reg 72 1(b). Spend totals to £5,763,135.
Modification 2- A further extension was approved for economic and Technical reasons under Reg 72(b) for a further 6 months from April - September 22 - variation in Price (£1,900,000) and duration.
Spend totals to £7,663,135.
