two.1.4) Short description

The Hampshire De-Registration Partnership was established in 2015 with the aim of facilitating the de-registration of Care Home establishments for younger adults that were suitable for conversion to a model based on independent living.  

HDPR 2015 - 2022 - During the lifetime of the previous HDPR the County Council has worked with several Providers to look at de-registering their Residential Care Homes. To date 10 Residential Care Homes have been deregistered through this process. There have been a number of challenges which have impacted on the programme including engagement from Landlords, Provider Resource issues, variable responses from CQC and the pandemic. There remains an appetite from Providers to engage in deregistration of care homes. Having reviewed the current arrangements there are some changes that could be made that it is felt will assist the process and improve the outcome. 

This is a Multi-supplier light touch long term vehicle. We are targeting more than one de-registrations from suppliers which could take up to 10 years. This tender is being conducted in accordance with Chapter 3; Section 7 (Regulations 74/77) of the Public Contracts Regulations 2015 (as amended). Providers are free to join the HDPR throughout the duration of the vehicle to commence the de-registration process

two.2.4) Description of the procurement

The services in scope for this procurement are the same as the previous version of HDPR, namely Accommodation based services for Younger Adults that would be suitable for de-registration and conversion into a different delivery model.

A couple of changes from the previous model are proposed which are to increase the Contract length in line with the Contract length being offered by HADSOM which is up to 10 years on a 5 + 3 + 1 + 1 basis. This increases the attractiveness of the offer and provides more certainty and security for Providers and Service Users. The other is to expand the opportunity to allow for the closure of the residential home and the re-provision of the property on a like for like basis where there is an opportunity to improve the quality of accommodation

HDPR 2023 will be open to new applications throughout the duration of the Vehicle after the initial application window.
