The North of England Commercial Procurement Collaborative (NOE CPC) invites suppliers and providers to participate in pre-market engagement for a potential Public Health Related Services framework. This falls under the Provider Selection Regime (PSR) and is governed by the Health Care Services (Provider Selection Regime) Regulations 2023. The PCR 2015 and Procurement Act 2023 do not apply.

This framework aims to support ICSs, ICBs, NHS England, local authorities, NHS trusts, and other providers, fostering a unified approach to public health commissioning. We welcome supplier feedback on its scope, potential barriers, and additional considerations.

To participate, register on the Atamis portal (https://health-family.force.com/s/Welcome), search project C344297, and complete the pre-market engagement questionnaire.

NOE.0670 Public Health Related Services (services aimed at improving and protecting community health)

The North of England Commercial Procurement Collaborative (NOE CPC), CCIAF accredited framework host, invites the public health services market—suppliers and providers—to participate in pre-market engagement to explore the need, viability, and potential structure of a dedicated framework for Public Health Related Services. The services that this market engagement relates is within scope of the Provider Selection Regime (PSR). The Authority is bound only by the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 and the Procurement Act 2023 do not apply.

This framework is envisioned to support Integrated Care Systems (ICSs), Integrated Care Boards (ICBs), NHS England, local authorities, combined authorities, NHS trusts, foundation trusts and other relevant provider organisations. It represents an opportunity to create a unified, forward-thinking approach to public health service commissioning that aligns with the ambitions of a modern and sustainable health system.

We encourage suppliers across the sector to contribute their expertise, insights, and perspectives to ensure this framework is both relevant and impactful.

We are in the very early stages of consideration of this agreement and would welcome feedback from the suppliers and providers of these services as to the merits of this approach, including any perceived barriers to engagement with such a process, whether the services included are sufficiently extensive/comprehensive or whether there are any other elements we should be looking to include.

All information received at this stage will of course be handled confidentially, with a view to informing our next steps and the ultimate outputs from this agreement. Further engagement may take place following the responses to this preliminary market engagement notice, prior to the commencement of a competitive tender process.
