The Leicester Recovery Hub will play a key role in supporting vulnerable people engaged in substance use and street lifestyles, including dependent drinkers and drug users. The service will operate from a physical City Centre location, working with partners across the local treatment system to support individuals already in treatment, and those not currently in treatment.

The service provides brief/semi-structured interventions to people with substance use needs, including street drinking and other substances associated to street lifestyle issues. The service also provides a wet day centre provision to allow dependent street drinkers to consume alcohol in a safe environment, whilst receiving interventions.

Conflicts of interest identified among the Public Health Consultant, Lead Commissioner and, Contract Manager: 0. No conflicts or potential conflicts have been declared.

Each of these elements are considered fundamental to the delivery of the service, and are assessed as having equal weighting as part of the decision making. Commissioners also considered the relative importance of each of the key criteria. In assessing this, a decision was reached that each of the criteria should be considered as having equal weight, owing the need for a holistic service offer that satisfies each of the criteria. These key criteria were selected on this basis (of course, the full service spec outlies additional service requirements beyond these criteria).
