Bristol City Council (BCC, the Council) is seeking to appoint a Supplier to provide ‘sleeving’ services to enable BCC’s own and other locally generated renewable electricity to be virtually supplied to nominated BCC and other sites. This will include the sale and export of surplus electricity to the grid, import of additional electricity from the grid to make up for shortfalls in generation versus demand, and managing non-commodity charges and grid balancing obligations.
The core requirement is to sleeve power from the Council’s own generation to nominated Council premises, including managing the generation/demand imbalance. Bidders must also be able to provide the option to accommodate further non-Council generation in to this arrangement, and to provide power to additional groups of Council nominated premises.
It should be noted that some of both Council and Third Party generation is expected to be exempt from the requirement to hold a Supply Licence provided for under Article 3(1) and Schedule 4 of The Electricity (Class Exemptions from the Requirement for a Licence) Order 2001. The Bidder is expected to support Exempt Supply arrangements under this exemption, especially in relation to the exemption from non-commodity costs relating to this exemption.
