seven.1.4) Description of the procurement:
The supply of catering services was undertaken through the competitive
dialogue process. There are 4 areas of service provision:
1) Staff Restaurants - this is the provision of a food service to both police
officers and police staff on MPS premises. The type of service varies across the
MPS Estate depending on number of officers/staff based at particular
locations. This is a service that staff/officers pay for at point of sale. We seek
to deliver this on a nil-subsidy basis;
2) Operational Feeding - this is the provision of food and drinks to police
officers involved in Public order events and incidents both planned and
unplanned;
3) Hospitality - this is the provision of food and beverages services for a
range of events for officers, staff and guests predominantly in 3 main
buildings across the MPS Estate;
4) Vending - to provide and manage the vending requirements across the
Estate;
5) The supply of detainee meals for custody suites.

seven.2) Information about modifications
seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
MOPAC extended its current contract within the terms of the existing contract which permits a 2 year extension after the original 3 year term had elapsed. This extended the existing contract from April 2020 to April 2022.The contract provides staff restaurant facilities, operational feeding, hospitality, detainee feeding and vending services. This is a modification of the existing contract to allow the inclusion of further subsidy payments. Due to the decreasing size of the estate and reductions in both buildings and headcount due to austerity measures the nature of the services that has to be delivered across the various areas of service provision
has changed making the original assumptions of the contract no longer accurate and viable as envisaged at contract inception in 2017. Furthermore, the effect of COVID 19 has had additional large impact on the footfall and headcount of sites across the entire estate ,deeming the contract no longer accurate and viable as envisaged at contract inception in 2017. Following audit of the continuing financial viability of the contract it was defined that a subsidy would need to be made to Elior UK Services will be paid. The character of the contract and the services to be delivered will remain substantially the same.
