The following NHS Scotland Health Boards wish to appoint a single supplier to manage the appointment of temporary Medical Locums (with the option to include AHP and Nursing Staff). The Boards who may participate in this appointment (final list to be confirmed) are:
- NHS Greater Glasgow and Clyde
- NHS Ayrshire and Arran
- NHS Dumfries and Galloway
- NHS Lanarkshire
- NHS Forth Valley
Locums play a critical role in meeting essential clinical staffing priorities and are being specifically deployed to cover difficult to recruit to positions, treatment time guarantees and waiting list initiatives.
The service will require the supplier to manage the entire temporary locum requirement contracted by the Boards via external provider agencies and/or contractor finder organisations. The supplier will have first option to provide the requirement and would then use a supply chain of providers if unable to provide the locum directly. This will not include locums provided via internal ‘bank’ arrangements which are used by Boards in their overall strategy to provide temporary staff.
Furthermore, NHS Greater Glasgow & Clyde and the West of Scotland Health Boards are potentially interested in expanding the scope of the second generation contract to include provision for Allied Health Professionals and Nursing / ODP staff.
It should be noted that a final decision has not yet been reached on which procurement route will be used for this requirement. Crown Commercial Services RM6161 – Provision of Clinical Healthcare Staffing Framework may be considered.

The objective of this exercise is to obtain up-to-date information and feedback from the market in order to understand the market capabilities. This exercise is being carried out in advance of any formal procurement process. It is not a pre-qualification or tendering exercise.
This is a marketing exercise which will allow the Board to consider which procurement route to be taken. It should be noted that Crown Commercial Services RM6161 – Provision of Clinical Healthcare Staffing Framework may still be considered.
