NHS South Yorkshire Procurement Service, acting on behalf of the NHS Rotherham Clinical Commissioning Group (the Commissioners) are seeking a suitable provider of an Integrated Neuro Rehabilitation Service. The CCG would like potential providers to submit a written overview of the intended service, including a case study, indicative team structure, local staff capacity, rough outline costs and how it would benefit the CCG in terms of allocation of resources.

The Commissioners are looking to secure a neuro rehabilitation service covering bed-based rehabilitation provision including therapy services, as well as community nursing provision for our population (in the region of 267,000).

two.2.4) Description of the procurement
We are looking for providers who can mobilise a service within a short timescale or around 6 months due to the situation of the current provision.
However due to the national directive regarding the integration of services, it may transpire that the long-term direction is a fully integrated South Yorkshire service.
The Integrated Neuro Rehabilitation Service
The primary aim of the service is to provide neuro rehabilitation up to Level 2b, to adults and young people from the age of 16. The service provides interdisciplinary assessment and treatment to inpatients and in the community. The model is based on healthcare providers working collaboratively as a single team, with a multidisciplinary approach, to integrate care and deliver a seamless service putting patients and their carers at the heart.
The service will be wrapped around the patient providing:
• Access via a single point of access and referral
• Integrated, seamless delivery across inpatient and community provision
• Provision of 24/7 services where appropriate
• Personalised, holistic care planning
• Care and case management approach including MDT approach where appropriate
The current service includes the following elements:
1. Five inpatient beds 24/7, 365 days a year (During 2021, the service received 156 new referrals. Following assessment, 86 received neurorehabilitation input and of these 52 received input on a ward, and 34 received input in the community).
2. Consultant Outpatient Clinics (1 clinic a month)
3. Therapy Services (2021/22 1900 face to face and telephone inpatient contacts. 3235 face to face and telephone outpatient contacts).
4. Spasticity Management (2021/22 - one clinic a month and also community visits if needed – 330 community contacts per year)
5. Psychology Service (offering an average of 400 appointments a year)
6. Community Nursing Service (2021/22 - 2660 face to face and telephone contacts.)

This neuro rehabilitation service is currently being provided by a Hospital Trust and there are staff who could potentially come under TUPE regulations.
The budget available is up to a maximum of £1.8m per annum. The contract duration is 12 months, with the option to extend for a further 12 months.
