HEIW is seeking to commission a part-time Blended learning for;
Level 7 Postgraduate Diploma (120 credits) over 2 years, which is accredited by Consortium for the Accreditation of Sonographic Education, (CASE), and
Postgraduate Certificate (PgCert) Ultrasound, 1 year, part time (60 credits) to increase and enhance provision of sonography education in Wales to support the rising service demand.
The procurement will aim to address the increased demand for ultrasound education in Wales, with a national shortage of NHS sonographers.

The Services to which this Notice relates fall within Regulations 74 to 76 of the Public Contracts Regulations 2015 (Regulations).
Although HEIW may voluntarily adopt certain provisions in the Regulations neither the employment of any terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulations 74 to 76. Bidders to note that they will be required to enter into terms and conditions of contract as set out in the tender documents and that save for matters of clarification or consistency, HEIW will not negotiate the terms. As this is a procurement that falls under the Light Touch Regime, HEIW is proposing to use a procurement procedure which is akin to the open procedure. All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to award the Contract in whole or in part. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to award any or all the Contracts. The Contracts to which this procurement relates are funded via Welsh Government funding, refer to the contract terms and conditions and the ITT for rights reserved to the contracting authority should the said funding cease or reduce. Bidders are to

(a) The number of student places to be commissioned annually will be conditional upon Welsh Government confirmation of funding; and
(b) HEIW reserves the right to vary the range of student commissioning numbers by way of an increase or decrease; and
(c) The proposed contracts are due to take effect on or around 02/01/2025 and provide for an implementation period. Delivery of the services; The Service Commencement Period is from 2nd January 2025 – 30th November 2025. No contract payments are payable in respect of the implementation period.
