two.1.4) Short description

As part of 100,000 Genome Project, Genomics England Limited (“Genomics England”) established a secure research environment targeting the following outcomes:

- Beneficial clinical outcomes for patients

- Reduction in the systemic cost of care

- New scientific insights and discovery

- Accelerating the uptake of genomic medicine in the National Health Service (“NHS”).

- Stimulating and enhancing UK industry and investment

- Increasing public knowledge and support for genomic medicine.

In order to deliver on this vision, GEL is looking to partner with an organisation that is able to provide a cloud-based platform for researchers to efficiently carry out their clinico-genomic analyses within GEL’s secure infrastructure.

• Software and infrastructure that meet functional, security, governance, capacity and performance requirements of the Research Environment.

• Technology providing the usability, availability, accessibility, flexibility, interoperability and scalability required by both academic and commercial users.

Policy and Process

• Solutions that drive a standardised approach to data governance, consent practises, data release and other relevant policies and processes.

• Solutions that enable effective management of data quality.

• Policies and processes that enable users to work securely, efficiently and effectively in the Research Environment.

• Tools and processes that tightly control transfers into and out of the environment.

People

• Staff appropriately skilled to implement, maintain and support the required research environment.

• Documentation and training necessary to ensure Genomics England have the skills and knowledge required to maintains the environment.

six.3) Additional information

Participation is encouraged at this early stage to enable potential partners to shape the scope and outcomes by expressing viable approaches and models for consideration. This pre-market consultation does not form part of the formal procurement process but informs it. When the formal procurement process commences any potential partner will be able to take part in the call for competition and all will be treated on the same basis. There is no obligation on any potential partner that takes part in this Market Consultation to take part in the following formal procurement nor are potential partners required to take part in this pre-market consultation in order to take part in the formal procurement procedure.

This PIN is accompanied by a more detailed Market Consultation document, containing a response questionnaire which potential partners may complete and return to Genomics England as part of this Market Consultation. As set out in that document, Genomics England has currently selected 9th May 2022 as its intended deadline for responses to the questionnaire, although it reserves the right to extend that deadline as it considers appropriate.

Interested potential partners who register an interest are encouraged to participate in conversations with Genomics England to help them understand our objectives and answer their queries. This will be able to be done through completing the questionnaire referred to above, asking Clarification Questions (“CQ”)within the e-tendering portal and by attending the Market Consultation event on 27th April 2022 where an overview of the project will be presented and an opportunity for 1-2-1 meetings will be possible. Further information relating to the Market Consultation Event will be published within the Bravo e-tendering portal.

This Market Consultation will be managed through the Bravo e-tendering solution. In order to take part, potential partners are required to register their interest at https://genomicsengland.bravosolution.co.uk. Once registered on the portal, potential partners will be able to register interest in the opportunity with the project reference project_791. Once registered for the opportunity supporting documents will be available for download. Clarification questions, through the messaging system, and submissions can be made within the opportunity.
