The Council is reviewing its communication support to customers and clients and requires translation and interpretation providers to provide ad-hoc non-spoken language support in the provision of:

(i) Face to Face interpreting for interviews, meetings, consultation and social service requirements; and

(ii) Video interpretation;

The intention is to achieve a consistent approach and make sure the Council receives excellent quality and value for money services.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Initial framework term is 3 years plus 12 month extension, ending 31st March 2021.

Coronavirus (Covid-19) Emergency modification applied to the framework to extend for a further period of 6 months, under regulation 72(1)(c) giving new expiry date of 30th September 2021.

Regulation 72(1) sets out the following:

Contracts ... may be modified without a new procurement procedure ... in any of the following cases:

(c) where all of the following conditions are fulfilled:

(i) the need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen;

(ii) the modification does not alter the overall nature of the contract;

(iii) any increase in price does not exceed 50% of the value of the original contract or framework agreement.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Coronavirus (Covid-19) Emergency modification applied to the framework to extend for a further period of 6 months, under regulation 72(1)(c) giving new expiry date of 30th September 2021.

Once this framework has expired after this short extension, the intention is to join a compliant contract which is currently being tendered. This new arrangement is due to be available from August 2021.
