two.1.4) Short description
NHS Birmingham and Solihull CCG (the Commissioner) are seeking expressions of interest (to be expressed in the form described in section 5 below in writing) in delivering a Mental Health (male) High Dependency Unit Rehabilitation and Recovery Service. NHS Arden and Greater East Midlands CSU, is acting as an agent for and on behalf of the Commissioner and is supporting the procurement process.
In line with regulation 75(1)(b)(iv), THE CCG DOES NOT INTEND TO ISSUE ANY FURTHER NOTICE WITH REGARD TO THIS REQUIREMENT and is inviting interested economic operators to express their interest in writing. The form of their expression of interest will be specified on the EU Supply portal and will determine the next steps the CCG intends to take in terms of any resultant procurement process.
Interested parties must ensure they submit an expression of interest in the form specified by 05th May 2022 at 1700hrs in order for their expression of interest to be considered.

two.2.4) Description of the procurement
NHS Birmingham and Solihull CCG have a requirement for 15 High Dependency Unit Rehabilitation and Recovery beds for males which must be sited within the Birmingham and Solihull CCG footprint. This is intended to reduce the CCGs need for out of area placements, meeting the local need within their geographical footprint and delivering the care required in line with National policy as part of the CCG’s “Transforming Rehabilitation for Serious Mental Illness” programme. These will not represent new beds but will be a repurposing of existing capacity to be delivered locally and to meet known need within a reasonable timeframe.
The CCG intends to seek a 5-year contract with an expected bed cost of c.£440/bed/day with the overall cost of the contract expected to be in the region of £2.5m/annum and c.£12m over the life of the contract. In line with regulation 75(1)(b)(iv), the CCG does not intend to issue any further notice with regard to this requirement and is inviting interested economic operators to express their interest in writing.
