Description

THIS IS NOT A CALL FOR COMPETITION. THIS IS A MARKET ENGAGEMENT.

Shropshire Council is currently conducting a Preliminary Market Engagement (PME) to gather insights and feedback from potential suppliers operating within the market. The purpose of this engagement is to identify the types of solutions and functionalities available for the procurement of Community Based Care Services. This encompasses Domiciliary Care and Day care, and may, through further engagement, extend to additional areas of provision. The framework aims to consider the opportunity for implementing a comprehensive solution that covers provision for all age groups.

The Council has an established procurement approach for domiciliary care through the 'Approved Provider List' (APL). Additionally, the FCA framework is in place for Learning Disabilities & Autism (LD&A). However, with the implementation of the Procurement Act 2023, the APL is no longer a viable option for procurement delivery. As a result, Shropshire Council is reviewing alternative models to ensure effective and compliant procurement of Community Based Care Services in the future.

•National Provider Event -Thursday 5th March 2026

•National Online Provider Survey - This will be issued out to the market March 2026 (estimated)

•Shropshire Online Residents Survey - May 2026 (Estimated)

•Shropshire Provider Forum - March 2026

Further engagement opportunities may be added to the above list as the work progresses.

Engagement will remain open for the duration of the pre-procurement development phase. The Council reserves the right to conclude or extend engagement activities as required.

Engagement process description

The Preliminary Market Engagement will be delivered through the following activities:

National Provider Event - An online event delivered via Microsoft Teams, open to national and local providers. The session will outline the Council's current commissioning arrangements and seek market feedback on potential future procurement routes for accommodation‑based care services in Shropshire.

Online provider survey - Following the provider event, an online questionnaire will be issued to gather more detailed feedback from the market. The survey will build on themes discussed during the event.

Online residents survey - A survey open to Shropshire Council residents to gather views on the future commissioning and procurement of accommodation‑based care.

Provider forum - Engagement through the existing quarterly Shropshire provider forum, where future procurement approaches will be included as a standing agenda item.

Participation in this Preliminary Market Engagement is voluntary and will not form part of any formal procurement process. Participation, or non-participation, will not confer any advantage or disadvantage in any future procurement. Any information provided may be used by the Council to inform the development of future procurement documentation, in line with the Procurement Act 2023.
