two.1.4) Short description

NHS Bristol, North Somerset and South Gloucestershire ICB ("the Commissioner") to commission a community deep vein thrombosis service consisting of ultrasound scanning for diagnosis and management of positive DVT's. Patients must be contacted in a timely manner (2 hours) from referral and offered an appointment at one of 3 (or more) locations across the BNSSG footprint. Patients who have a positive DVT diagnosis following their ultrasound scan will be immediately (and on the same day) referred onto the outpatient DVT service to commence appropriate treatment.

The Commissioner is directly awarding a contract to the existing provider GP Care UK Limited in accordance with the criteria outlined in Regulation (9) of the Health Care Services (Provider Selection Regime) Regulations 2023. The value of the contract is £630,700 per annum for the initial three-year contract term, with a total contract lifecycle value of five years including the two year extension. The initial three-year period will commence on 1st April 2024. The contract will be subject to an uplift in accordance with the annual planning guidance.

This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.

two.2.4) Description of the procurement

BNSSG ICB ("The Commissioner") is to commission a service for the initial assessment of people presenting at their GP practice with a suspected DVT, direct access to an ultrasound scan where indicated and initiation of treatment for those with a positive DVT by clinicians with specialist knowledge for patients registered with a Bristol, North Somerset, South Gloucestershire GP practice or classified as a temporary resident.

The service is expected to offer ultrasound and outpatient services at a minimum of 3 locations, using locations which minimise travel times for patients from across Bristol, North Somerset and South Gloucestershire.

The Commissioner is directly awarding a contract to the existing provider GP Care UK Limited in accordance with the criteria outlined in Regulation (9) of the Health Care Services (Provider Selection Regime) Regulations 2023. The total value of the contract is £1,892,100.00 for the initial three year contract term, with a total contract lifecycle value of £3,153,500.00 including the two year extension. The initial three year contract period will commence on 1st April 2024.

The Commissioner made the decision of directly awarding the incumbent provider GP Care UK Limited in accordance with the following five criteria outlined in Regulation (9) of the Health Care Services (Provider Selection Regime) Regulations 2023.

It has been advised that GP Care UK Limited has the evidenced ability to deliver the activity required to meet service requirements within the required region and that can deliver to the tight timescale. A direct award GP Care UK Limited would be appropriate and present the best value for the Commissioner in this circumstance.
