The Council requires ongoing maintenance, software, associated licenses and technical support for its attended and unattended traffic enforcement camera solutions. In order to enforce parking restrictions and moving traffic restrictions to ensure compliance with Part 6 of the Traffic Management Act, 2004.
The contract is for an initial term of 1 year with the option to extend for a further 4 years in annual increments. The value provided is based on the full 5 years.

two.2.4) Description of the procurement
The Council intends to enter into an agreement with Systems Engineering & Assessment Ltd for ongoing maintenance, software, associated licenses and technical support for its attended and unattended traffic enforcement camera solutions. In order to enforce parking restrictions and moving traffic restrictions to ensure compliance with Part 6 of the Traffic Management Act, 2004. Sustainable transport and active travel are key themes of the Council plan and enforcement of bus stops, bus lanes and school keep clear markings all form a key part of keeping traffic moving and responsible parking. Working more widely into clean air initiatives as a result of nudging driver behaviour.
The negotiated procedure without prior publication is being used and is justified under Regulation 32(2)(b) (ii) of the Public Contracts Regulations 2015 for the award of a public services contract. The services can only be carried out by a particular economic operator because competition is absent for technical reasons. A change of supplier cannot be made for technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial contract.
