four.1) Description

four.1.1) Type of procedure

Explanation:

The International Guns, Missiles and Rockets Project Team (IGMR PT), on behalf of the United Kingdom Ministry of Defence (UK MoD), is intending to place a 5-year contract, of approximately £3.5m with Dillon Aero for the provision of In-Service Support for the M134D Machine Gun System on Chinook platforms. The in-service support includes the supply of weapon systems and parts, repair, modification, technical support ( including fault investigation) and spares.

it should be considered that this contract can be placed using the non-competitive negotiated procedure, pursuant to Regulation 16(1)(a)(ii) of the Defence Security Public Contracts Regulations (DSPCR) 2015, due to technical reasons.

M134D is the main weapon system that is fitted across the Chinook fleet, actively deployed on operations and with a heavy involvement in almost all operations since entering service. The requirement is to maintain the capability of M134D on Chinook platforms, by providing a means to purchase replacement items, as well as having support for investigating potential faults, repairs, modifications or other technical advice.

Dillon Aero Inc hold all the technical knowledge, manufacturing equipment/tooling, interoperability data and safety documentation required to fulfil the contract, maintain the capability and fulfil user requirements. Dillon Aero Inc are the Original Equipment Manufacturer (OEM) and Design Organisation (DO) of the M134D Machine Gun System. Dillon are the only manufacturer and supplier of the parts required for spares, as well as the only supplier having the specific tooling and expertise to make repairs/modifications. Any non-OEM components used in combination with the existing fleet will invalidate all safety and performance assurances. For the reasons of technical impracticability and specific technical knowledge, which only Dillon Aero has at its disposal, the contract may only be awarded to Dillon Aero Inc.
