This is the second PIN for the Maritime Command and Staff Trainer (MCAST) capability, which forms part of the Maritime Electronic Warfare Programme (MEWP) and builds upon the original PIN dated August 2021 (701551758 PIN 1).

PIN #1 contains further information on the MCAST capability. Interested parties are encouraged to regularly check the MOD Defence Sourcing Portal (DSP) for future updates on the Programme.

The Purpose of this PIN (#2) is to communicate that the planned release of the Invitation to Negotiation (ITN) for the MCAST project has been delayed. Unfortunately, there have been some changes to the previously publicised schedule as a result of resource constraints. Both DE&S and Navy Command have re-prioritised the delivery of conflicting Programmes meaning MCAST ITN issue will be delayed until Q4 (Oct-Dec) 2022.

For information, the new indicative timeframe (subject to change) we are now working to is as below.

• Forward Notice Briefing pack to include industry engagement plan (if applicable) – Q3/22.

• Contract Notice to include Dynamic Pre-Qualification Questionnaire (PQQ) – Q3/22.

• ITN pack issued following DPQQ down selection – Q4/22.

ITEC - The Customer's intention is to attend ITEC on Weds 27 Apr as intelligent customers to get a better understanding of the current market offerings

DSET - The Customer's intention is to provide an MCAST presentation to the market, as part of the Maritime/Naval Training and Experimentation briefing session on Fri 10 June.

Note: The security classification for this requirement is up to and including UK SECRET- UK Eyes only level. The prime supplier must be a UK based company: however, overseas companies shall not be prohibited from involvement in delivering those elements that do not require access to more highly classified information and are therefore encouraged to seek sub-contract opportunities with UK based prime suppliers.

TFEU Cyber Security: It shall be a Condition of Tendering that you complete the Supplier Assurance Questionnaire (SAQ) via the Supplier Cyber Protection Service (https://suppliercyberprotection.service.xgov.uk/) (Octavian) to demonstrate compliance with the required cyber risk level of very low.

Where your intention is to subcontract any element of the requirement, you must assess the Cyber Risk Profile of the subcontractor and, if the Cyber Risk Profile is higher that ‘Not Applicable’, require them to complete a SAQ.

If you cannot meet the level of security controls required by the potential contract start date a Cyber Implementation Plan (CIP) shall be requested for consideration as part of your tender submission detailing the steps, they would take to meet the necessary controls, together with associated timescales, details of any equivalent standards they have, or reasons why they are unable to comply. Details on the CIP acceptance process is in DEFSTAN 05-138 and guidance on what is expected in a CIP can be found in the Defence Cyber Protection Partnership (DCPP) Cyber Security Model (CSM) Industry Buyer and Supplier Guide.
