NHS Norfolk and Waveney Clinical Commissioning Group wish to expand upon the existing provision of mental health support teams in schools.
In Norfolk and Waveney, funding has been awarded to implement 10 Mental Health Support Teams (MHSTs) in school, which represents around 50% coverage for the schools and Children and Young People (CYP). Six teams have already been introduced (2 teams per year, starting from 2020) with a further 4 teams yet to begin (2 in January 2023, 2 in 2024). These teams work across the Norfolk and Waveney landscape.

two.2.4) Description of the procurement
NHS Norfolk and Waveney Clinical Commissioning Group is looking for a single provider to provide Mental Health Support Teams in Schools.
Commissioners are looking for a provider to commit to employing all ten teams (existing teams to move to a new provider in the course of 2023). Recruitment for Wave 8 MHSTs will be the priority. The provider must be prepared and ready to recruit Wave 8 MHST candidates in September 2022 for a January 2023 start of employment. This is due to the requirement of enrolling the Educational Mental Health Practitioners (EMHP) to their training at the University of East Anglia. Plans for moving the Wave 2, 4 and 6 teams across must be identified and agreed with the CCG to within a reasonable timeline. Wave 10 MHST recruitment must take place in September 2023 for a January 2024 start. Each team with represent 8 Full Time Equivalent (FTE) core staff members equalling a total of 80 members of staff once the full ten teams are in place.
The contract will commence 1st September 2022 and will be for a period of 3 years with an option to extend for up to a further 2 years at the discretion of the Commissioner.
