seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
The framework agreement was initially awarded on the basis of 24 months with a further 24 month option to extend. That option to extend has been exercised and the framework agreement would expire on 31st July 2021 unless extended further.
The only amendment being made is a 6 month extension of the expiry date to 31st January 2022. The lots, suppliers, and nature of the supplies provided under each lot are unchanged. The estimated increased total spend through the framework will be less than 50% of the value of the original framework agreement.
The reasons for the modification are consistent with the derogation grounds in Articles 72(1)(c) and 72(1)(e) of Directive 2014/24/EU (reg72(1)(c) and reg72(1)(e) Public Contracts Regulations 2015 as amended).
Full justification for reliance on both safe harbours has been recorded internally by the contracting authority
The new procurement process will be launched in June of 2021 and much of the preliminary work regarding strategy, specification, and supplier engagement has already been completed.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
Since March 2020 the Covid-19 pandemic has required library stakeholders to focus their efforts on a shift to digital resource provision in support of new teaching practices. These challenges continue in March 2021. Shifts in supply and practice have entailed new suppliers, business models, licencing terms, and pricing structures as well as development of new skills, relationships and working practices. This in turn has created a greater reliance on the contracting authority for support. This has happened in the context of national lockdowns and the challenges of working from home and home schooling of children.
