Use of the negotiated procedure without prior publication has been enacted by NHS England and NHS Improvement - North East, under regulation 32 of the Public Contract Regulations 2015 (PCR 2015) (as amended), due to reasons of extreme urgency unforeseeable by the contracting authority and to ensure certainty of delivery of healthcare services to be provided within a soon to be established Immigration Removal Centre to be located on Medomsley Road, Consett, County Durham.

Use of the negotiated procedure without prior publication has been enacted to ensure services are in place in line with the requirements of the Home Office.

The centre is proposed to have an operational capacity of up to 84 residents. The range of healthcare services will include Primary Care, Substance Misuse, Mental Health, Sexual Health, Dentistry, Podiatry, Optometry, Physiotherapy, Antenatal Care and Pharmacy.

The Contracting Authority intends to commission future services in line with the PCR 2015 (as amended) or subsequent regulations/policy. It is envisaged that market engagement will be undertaken to help scope and shape future services.
