Long Covid respiratory rehabilitation services for Bromley and Greenwich

The current provider of the Service is meeting the contractual requirements to a satisfactory level and the intention is to award the providers the contract for the period 1st April 2025 to 31st March 2026 (with the option to extend for an additional year to 31st March 2027), following PSR Direct Award Process C as there is no change to the contract terms.

The approximate lifetime value of the contract is £60,000, based on the first year without the extension.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight 24th March 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Award decision makers: Bexley Contract and Procurement Board on 4th February and 4th March 2025, and Greenwich Joint Commissioning Boards on 6th February and 6th March 2025.

There were no conflict of interest identified in the decision making process.

The evaluation was undertaken as follows: 5 key criteria selected (1) Quality and Innovation (2) Value (3) Integration, collaboration and service sustainability (4) Improving access, reducing health inequalities and facilitating choice (5) Social value. Each of these criteria applied an equal weighting of 20% with sub-criteria applied a proportional % allocation.

Current performance assessed against a threshold score of 50% of the available score for each key criteria (ie 10%).

Potential future performance assessed against a threshold of either 50% or 60% of the available score for each criteria (ie 10% or 12%)

Provider assessed on a Pass/Fail basis against 3 basic selection criteria.

All Scored and Pass/Fail criteria are met.
