Description
Sheffield Hallam University (SHU) is seeking to procure a Mass Communication and Alert System capable of delivering real-time, reliable and targeted messaging to staff, students, visitors, and contractors during emergency and non-emergency situations. The system must support rapid, multi-channel communication across a diverse multi-building estate with high daily occupancy and public access.

Justification for not publishing a preliminary market engagement notice
The Authority undertook preliminary market engagement in advance of this procurement in accordance with the Procurement Act 2023.
The purpose of the engagement was to better understand market capacity, delivery models and innovation, and to inform the development of the Authority's requirements and procurement strategy.
The Authority confirms that:
participation in the preliminary market engagement was open and voluntary;
no supplier was afforded any unfair competitive advantage as a result of their involvement; and
any information provided during the engagement which was relevant to the procurement has been shared with all potential tenderers through the tender documents.
