two.2.4) Description of the procurement

Provide SDA/IDA/4th Line (Depth D) Maintenance Contractor and compliance of Dangerous Substances & Explosive Atmosphere Regulations 2002 (DSEAR). Provide a UK based support facility in support of the equipment including Repair, Engineering and Logistic Support. The Telebrief Systems delivers Quick Reaction Alert (QRA) activity under DT1 specifically NATO Air Defence, Op ADANA and Op TAMARIN in the UK and activity under DT3, specifically air defence of the Falkland Islands (FI).

Telebrief is essential in assuring QRA dispersal (with all supporting enablers). An accelerated competition process is required to meet the RAF Agile Combat Employment Directive. Without a supported Telebrief system, the effective timely flow of information between CRCs, QRA platforms, Station Air Traffic Control and Stn Operations will be undermined – QRA risks failing. While secondary and tertiary secure communications do exist as telephone-based systems. Alternative communications are however reliant on clear telephone lines and a secondary relay of information if crews are in the platform, furthermore the alternative communications suffer from essential periods of outage which, without telebrief, would reduce information exchange to a single point of failure.

The absence of Telebrief as the primary means of information flow between QRA assets and C2 will severely vitiate communications architecture for Air's primary mission.

All tenderer's must ensure they have adequate authorisation , licenses and training on this equipment before submitting a bid.
