Section four. Procedure
four.1) Description
four.1.1) Type of procedure
Award of a contract without prior publication of a call for competition in the cases listed below
- The services can be provided only by a particular economic operator for the following reason:
- absence of competition for technical reasons
Explanation:
The purchase of five additional Magnetotelluric (MT) stations will allow a greater number of instruments to be used in the field at the same time, thus allowing a larger area to be studied, in less time. It is vital to the science that is undertaken by the users of the MT equipment that the frequency response of the magnetic sensors is the same across all equipment, as mixing and matching different types will introduce variations across the signal recorded. When the MT equipment is used in ice and snow environments such as those of the Antarctic the high impedance of the ice and snow makes electrical measurements hard to obtain. The existing supplier of MT equipment (Phoenix Geophysics) have a pre-amp system that uses a titanium electrode along with an electronics pack to measure these signals. They are the only supplier of these pre-amp systems.
