two.2.4) Description of the procurement

Guy’s and St Thomas’ NHS Foundation Trust requires the provision of a robotic surgical system that can provide automated robotic assistance in performing thoracic surgical procedures for principally lung cancer (but also non-malignant) presentations, such that the surgeon has sufficient dexterity, control and visualisation of the surgical field so as to be able to achieve the same (preferably better) outcomes from the same (preferably broader) repertoire of procedures currently undertaken through VATS or open surgery.

The Authority also require the ongoing support and assistance of the Supplier of the robot in training their surgeons and surgical teams in its usage, providing timely and reliable servicing, maintenance, repair and equipment upgrade services, and in helping the Authority optimise the clinical outcomes and operational efficiency of the broader RATS programme that will be based around this system.


Following a competitive process under the NHS Supply Chain Robotic Medical Equipment Associated Accessories and Consumables framework reference 2020/\S 045-107593, the seven (7) year contract was awarded to Intuitive Surgical Limited.

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

The requirement for a Thoracic Surgical Robot was sourced as a direct award, subject to a competitive process, from a Framework Agreement as set out in the Public Contracts Regulations 2015 (reg 33(8)c). The NHS Supply Chain Robotic Medical Equipment, Associated Accessories and Consumables framework reference 2024/S 000-004668 has been chosen as it had a suitable set of suppliers available under this framework to meet the requirements and allowed for a direct award as set out in the Public Contracts Regulations 2015 (reg 33(7) and (9)). This framework only allows for direct award; however the Trust has run a competitive evaluation process of the two capable suppliers available under the framework in order to establish who best meets the Trusts criteria, qualitatively and financially. Following the conclusion of the competitive process to demonstrate value for money and to ensure that the participating suppliers were able to meet the requirements of the specification, the Authority’s intention was to direct award under the framework to the supplier with the highest overall scored weighting.
