two.2.4) Description of the procurement

Where we are

On behalf of Welsh Government over the last two years we have delivered a well-received platform in partnership with our partners, which brings together a range of aggregate data about social care into one place . Social care data is currently collected from various sources including local authority returns to Welsh Government on service activity, demand, performance and expenditure. We currently commission annual surveys to obtain information on the workforce, and information on regulated services is available from Care Inspectorate Wales (CIW).

We have launched a new Social Care Wales Population Projection Platform, replacing the old Daffodil Cymru , a platform which makes available population projections data for planning care and support services in Wales.

This work, on developing our data offer and portal, sits within our wider digital programme of work to make better use of digital solutions to help us be more effective and customer-centric. We have a number of digital projects which are already progressing to:

- investigate opportunities to improve the service, our platforms and increase the interoperability of our systems

- set out a road map on how we can maximise our digital offer and opportunities

- develop digital opportunities to make us more effective in the delivery of national learning and development

- look for a more creative solutions to our digital learning approach that sit within our on-line eco-system to better support user need

- understand what support we can provide employers of social care and early years workers through an employer liaison service

- support the social care and early years workers in our offer to the on-line/off-line services they can receive from Social Care Wales

As part of the work on developing our data offer and portal the supplier will be required to take into account the digital developments already in progress, the outputs of these projects and the road map setting out our future digital approach.

What is required / Requirements

We are seeking a partner to support our requirements. This means entering into a partnership / joint venture with a suitable third party to build required infrastructure, expertise and capacity.

We are looking for a partner who can bring a creative, but practical and grounded approach to develop an improved data offering, enabling us to achieve the aims and objectives below. This will include design, development, and hosting of our data portal to support people working in the sector to improve the way care and support services are planned, developed and delivered.

We would like to broaden our offer, to provide insight and tools that shape improvement activities and support decision making for local authorities, Welsh Government, Regional Partnership Boards, people working in the social care sector, and organisations providing care and support, across the independent and third sectors.
