two.1.4) Short description

Hampshire County Council Children's Services Department are looking to establish an Open Framework under the Light Touch Regime.

The council is seeking suppliers to provide skilled family intervention key workers and skilled co-ordinators to support identified families, develop and co-ordinate plans and provide evidence informed interventions to achieve key aims of the National Supporting Families Programme and successfully achieve agreed outcomes.

The successful provider(s) will provide co-ordinated support to families with multiple and complex needs across Hampshire County Council area to support them to achieve significant and sustained progress, reducing the level of professional intervention required in future and to support the development of early help services.

The Supporting Families Programme is a national programme designed to support families with multiple and complex needs, across the multi-agency Early Help system. The programme is a Payment by Results funded programme, which requires local authorities to achieve a set number of successful outcomes against the national framework. It is also designed to support the development of the wider early help system. The successful services would be expected to support this development and the development of the programme within Hampshire.

two.2.4) Description of the procurement

Hampshire County Council is establishing an Open Framework under the Light Touch Regime. The providers will be able to provide co-ordinated support to families with multiple and complex needs across Hampshire County Council area to support them to achieve significant and sustained progress, reducing the level of professional intervention required in future and to support the development of early help services.

At this opportunity providers are able to apply for both the establishment of the framework and if they wish, the initial Mini Competition. The initial Mini Competition is for the annual delivery of support to families in four geographical quadrants of Hampshire County Council. Providers are able to submit an interest in multiple, or all quadrants.

Submissions to the Open Framework will be evaluated first. Providers who are successfully appointed to the framework and have submitted a Mini Competition, will then have these evaluated in line with the criteria to determine a winning provider for each quadrant.

Any additional needs or opportunities that arise throughout the duration of the Open Framework, shall be conducted in the same way, through a Mini Competition that will be issued to all Open Framework providers.

The Open Framework will re-open annually on 1st January (or the next working day thereafter) and will use the same criteria as detailed in this document to accept providers to the Open Framework. The Council also reserves the right to open to the Open Framework at other points as required.
