two.2.4) Description of the procurement
The Environmental Hazards & Emergency Department (EHE) has no current mobile capability to monitor for volatile organic compounds (VOCs) in the urban environment. The capability of being able to monitor for the benzene toluene ethyl-benzene and xylene (BTEX) suite of VOCs using gas chromatography which provides a surrogate marker from petroleum-based sources. The airToxic benzene toluene ethyl-benzene and xylene (BTEX) single column GC analyser utilises a nitrogen carrier gas (via a nitrogen generator) to enable analysis of up to 8 VOC compounds including monitoring emissions to air, land and water Monitoring Certification Scheme (MCERTs) determination of BTEX. The airmoChromaVOC is a gas chromatograph – photo-ionisation detector (CG-PID) instrument designed for analysis of “light” hydrocarbons. It is used for the measurement of volatile hydrocarbons in the range of C2 to C6 i.e. from ethane through 1,3-Butadiene up to Benzene (and other C6 compounds).

Explanation:
The Environment Agency (EA) routinely use this range of instruments within their fleet. The Radiation, Chemicals and Environmental Hazards (RCE) team intend for the EA to manage their fleet of trailers alongside their own fleet to reduce costs. As such, it is necessary to procure the same equipment as the EA to avoid a mixed fleet being created and increased complexity in the ongoing maintenance and parts for the units as well as increased costs for the management of the units. It will also allow instruments which break or need servicing to be swapped out for the same instrument during protracted monitoring campaigns to minimise data loss. This is in accordance with Reg 32 (2)(b)(ii) of the Public Contract Regulations 2015.
